Welcome to the Town of Windsor's Development Center. This center is here to assist you in navigating between multiple town departments to help you with development related projects.
Development Review
All forms of development within the Town of Windsor are required to complete a development review process as outlined in the Municipal Code. In addition, the 'APPLICATIONS & FORMS' tab provides links to all land use applications and workflows.

All development proposals and submittals require a complete application, applicable to the project type. Public Improvements
Town projects are funded by the Town with some projects receiving funding from state and/or federal appropriations. These projects include new construction or improvements to Town owned facilities, utilities, and/or streets and many other projects to provide better services and / or access for the Town of Windsor.

Engineering Permits are issued for any application that infringes the public right-of-way. Examples are the placement of a dumpster or landscape material in the street (Occupation Permit), a private contractor installing a new utility within the right-of-way (Excavation Permit), property owner installing a structure in the right-of-way (Encroachment Permit), and many other applications.

A Floodplain Development Permit (PDF) is required by the Town to monitor all work that is conducted within the floodplains in the Town of Windsor.
